Detailed approach: The Rapa Nui don't need to spend a lot of time worrying about where they settle their first city: they can easily change their capital later. With their massive bonuses towards volcanoes, and since they can enter ocean tiles as early as the Norwegians, the Rapa Nui can race towards any victory.
Civilization ability: Hanau
Settlers can embark at the start of the game. +1 Food from Woods and Rainforest. Harvesting or Removing Woods and Rainforest tiles grants a free Builder with 1 Build Charge and causes the city that owns the tile to lose 1 Population. +1 Culture and +1 Food from Volcanic Soil.
Leader ability: Ariki Mau
Citizens can work volcano tiles (+1 Food, +1 Production, +2 Culture). The capital receives double yields from volcano tiles and volcanic soil tiles. Volcanoes provide all districts with a standard adjacency bonus. Coast tiles provide all districts with a minor adjacency bonus. Cities built adjacent to a Volcano gain the unique Move Capital project.
Leader agenda: Mata Ki Te Rangi
Tries to settle near volcanoes, and dislikes civilizations that settle near volcanoes. Likes civilizations that do not settle near volcanoes.
Unique project: Move Capital
Same as for Phoenicia. Requires city to be adjacent to volcano. Does not require Harbor district.
Unique unit: Tāruru Taua
Unique naval recon unit. Unlocked with Shipbuilding. 30 Production. 5 Movement. 4 Sight. 15 Combat Strength. Can enter ocean tiles without Cartography.
Unique infrastructure: Moai
Unique tile improvement. +1 Culture. +1 Culture for every 2 adjacent Moai, increasing to +1 Culture for every adjacent Moai with Medieval Faires. +2 Culture if on or adjacent to a Volcanic Soil tile. +1 Culture if adjacent to a Coast or Lake tile.
