In 550 BCE, the Achaemenid Empire arose in Iran, where it became the largest empire the world had seen to that point. While the specific history of the realm is described in another entry, the Achaemenids shone in their administrative innovations. Managing a far-flung empire required a particular balance of centralization and decentralization. If one was too heavy-handed in centralizing power, the wider system could not be properly administered. Alternatively, too light of a touch could allow distant satrapies to spiral off in independence. The Persian emperors carefully accounted for the goods and resources of each region – Egypt for grain, India for gold – and levied taxes designed for each territory. Roads and communications were also vital; ancient observers estimated that a message could reach the furthest outposts in just fifteen days.
