Aid Uprising (CTP2)

The Abolitionist can aid a Slave Uprising in a foreign city that contains Slaves. If the attack is successful, the city will Revolt and become a new empire.

The cost of each attack depends on the distance from the nation's capitol and the number of Slaves in the city. The Slaves need not be the same nationality as the Abolitionist to Revolt.
