Anarchy, also known as revolution, is a state that occurs from changing civics or State Religion. During anarchy, city production, growth, and research are halted. Anarchy turns can thus be seen as mostly "wasted," although units will continue to be able to move during this time. Spiritual leaders, civilizations that possess the Cristo Redentor World Wonder and civilizations that are in a Golden Age do not experience anarchy.
