Babylon appears in The Rise of Rome. It is used for the city of Seleucia, which has the Hanging Gardens of Babylon and has given its name to the Seleucid Greek civilization, though the capital is at Antioch.

Babylon was originally a city-state that replaced Seoul in the Rise and Fall expansion. With the release of the Babylon Pack, it became the capital of the Babylonian civilization and was replaced by Anshan.
