Discovering Biogenetics allows for the research of Secrets of the Human Brain (if one also has Social Psych) and Gene Splicing, and also makes the Human Genome Project special project and the Recycling Tanks base facility available for construction.
The U.N. Peacekeepers make planetfall with this technology already in their possession; this provides them some advantage in any rush for the Secrets of the Human Brain.
