State functions can seem abstract. Questions that range from “Who is fit to occupy what role?” to “Have all been paid for working on the city walls?” require some degree of bookkeeping, whether that is recorded in Sumerian clay tablets, Inca quipu, or a computer spreadsheet. Bureaucracy may seem cold and faceless, turning human experience and struggle into statistical models, but this is precisely the point – without such a system, large-scale organizations become unmanageable.

Standardization was a famous facet of Confucian societies, where a system of examinations was put in place so personal preference would not dictate the state's needs. However, the golden age of bureaucracy is likely the centralized states of the modern period, where an increasingly mobile population met a scientific establishment that focused on the desire to know all about its populace. This led to the fusion of power and knowledge, the creation of sciences such as demographics, psychology, and more and more in-depth economics, all serving the purposes of control.
