In C-evo a nation's first city has a population of 4 and automatically becomes the Capital, with a Palace already in place. The player cannot choose the site of the first city. It is set by the program on a "Starting Position" shown on the base map, on a "Preferred Starting Position" if any is or are shown. In a standard random map the first city is on a plain with two irrigated plains in its radius, giving a reasonably productive start for each nation.

Later in the game, a nation may build a Palace in another city, in which case the existing Palace (if any) is sold, returning as many units of gold as the new Palace required units of material to build, and the location of the Capital moves to the city with the new Palace.

Distance from the Capital affects corruption under some governments.
