As states expand their bureaucracy and their reach over their citizens, their burdens grow. No longer does the populace need to be pacified, but schools, public health, transportation, administration, and the like all become important to the national good. Such measures require the growth of national bureaucracies. In the 19th century, in capitals from Tokyo to Paris, from Bangkok to London, such ministries grew, and with them so did the priority of the city over its hinterlands. If the modern nation was a body, these central ministries and departments were the brain and nervous system. However, with centralization comes a certain kind of domination – Parisian French, Tokyo Japanese, and Siamese Thai became the languages of the state, as Occitan, Osaka-ben, and Kammeuang withered. Local forms of cultural and religious practice took a back seat to metropolitan preferences, and capital cities ever expanded.
