The wheel-turning king, the chakravarti, is the idealized ruler in the Sanskrit world. The wheel in question is the Wheel of Dharma, the rolling of the universe down its inevitable path towards enlightenment. The Buddha set the wheel in motion, but the righteousness and wisdom of others cause it to continue turning.
The chakravarti is understood by his sacred elements: the wheel, a royal elephant, a royal horse, a magical gem, an ideal queen, and ideal advisors. Many rulers, especially Ashoka of the Maurya, were identified with the chakravarti at various points in time. The notion of the king as chakravarti is especially important in Southeast Asia, where Theravada monarchs use this ideal to undergird notions of power and prestige in kingship.
