This scenario takes place during the Warring States period of Chinese history. You can play as one of these seven Chinese leaders, each of which represents a different family:
Every family starts with four cities, five Archers, one Polearm, and two Workers. The families act like religions, and each one wants to put a member of its own bloodline on the imperial throne. The scenario includes revamped technologies and new buildings and wonders that give it a more authentically Chinese feel. There are also several new and unique units.
When the Emperor's Council wonder is built, the warring civilizations will vote for its leader, who can then call for a vote to determine the winner of the game. It's also possible to win a Domination Victory or a Time Victory.
