What does it mean to be a member of a state? The promise of citizenship is the promise that one is not only the subject of a governing body but an active part of it – one of the living cells that compose the state organism. In ancient Greece, citizenship was distinguished from tyranny – a tyrant was one who placed himself above the notion of collective rule. Models of citizenship varied, however, with military participation being central to Spartan notions, and the more democratic Athens being more liberal with its conceptions. In the medieval period, this notion of citizenship waned, until measures such as the Magna Carta again recognized the would-be serf as another participant in political affairs – as the relationship between lord and subject placed under law. Today, ideas of citizenship are nearly universal, and the notion of a nation made up of citizens is core to states that otherwise seem radically different.
