A City-State is a small NPC faction in Civilization VII and its expansions. Unlike civilizations , City-States do not compete for victory , but players receive benefits for befriending them.
Mechanics [ ]
Independent Powers can evolve into City-States if a player completes the Befriend Indepdendent project for them. The first player to complete the project becomes the new City-State's suzerain and enjoys one of a variety of bonuses , as shown in the tables below.
Diplomacy [ ]
City-States always belong to a player — their Suzerain. For this reason, declaring War on a City-State means declaring War on that player. Upon conquering a City-State, a player can either incorporate it into their empire as a Settlement , or disperse it entirely.
City-State Projects [ ]
City-States also have a unique set of Diplomatic Actions available to players, but only the Suzerain is allowed to initiate them.
