City improvement is a game concept in Call to Power II.

Improvements are the structures and systems that comprise a City. In their infancy, Cities are little more than a loose collection of dwellings. Improvements make the city more efficient and enable citizens to generate more Food, Commerce and Production. Improvements can also help reduce Crime, increase or decrease Pollution, and make citizens Happy.
Improvements do not come without a price. A city must build them from the pool of available Production resources, which determines how long it takes to build. Once complete, each Improvement has a maintenance cost that is paid in Gold from the empire's treasury. If the cost of maintaining an Improvement is too great, a player can sell the Improvement to raise a little cash.
