A Civic is a policy adopted by a Civilization that affects all its members. It is the rough equivalent of a government in other Civilization games. Most of the 20 Civics in CivWorld provide a balanced set of bonuses and penalties, allowing a Civilization to excel in one area at the expense of another.
Civics are viewed, proposed, and voted on in the Civ screen. Only one Civic can be active at a time by whichever Civilization claims it first. The two exceptions are Closed Borders and Meritocracy, which all Civilizations can have at the same time. Any member of a Civilization can propose a Civic. The failure or passage of a Civic is then determined by a Civilization-wide vote.
