Sid Meier's Civilization VI: Leader Pass is a series of DLC introducing 12 new alternative leaders for existing civilizations, as well as new takes on existing leaders. These new contents was released in groups of three from November 21, 2022, to March 29, 2023.

The pass is included as a part of Civilization VI Anthology, or available for purchase separately in packs. Owners of Civilization VI Anthology - as well as people who own Civilization VI, Rise and Fall, Gathering Storm, and New Frontier Pass - have access to the pass for free.

While not a part of any pack, Julius Caesar was made available for free on November 21, 2022, to all players who link their 2K account to their game.

The First Look videos for Leader Pass were narrated by a male Firaxis employee rather than Sarah Lynn.

Decolonization Likes civilizations on continents where she has no cities. Dislikes civilizations that have a city on her home continent.
Tokugawa	Japanese	Bakuhan International Trade Routes receive -25% yields and Tourism, but domestic Trade Routes gain +1 Culture, +1 Science, and +2 Gold for every specialty district at the destination. Cities within 6 tiles of Japan's Capital gain +4 Amenities and, after researching Flight, +1 Tourism for every specialty district. International Trade Routes receive -25% yields and Tourism, but domestic Trade Routes gain +1 Culture, +1 Science, and +2 Gold for every specialty district at the destination. Cities within 6 tiles of Japan's Capital are 100% loyal and, after researching Flight, gain +1 Tourism for every specialty district.	Sakoku Wants to stay safe from conquest. Nader Shah	Persian	Sword of Persia +5 Combat Strength for all units when attacking full health units. Cities not founded by Nader Shah gain +2 Faith and +3 Gold on domestic Trade Routes.	Jazayerchi Likes civilizations with a high number of land units. Dislikes civilizations with a low number of land units.
Wu Zetian	Chinese	Manual of Entrapment Receives a free Spy with Defensive Tactics. All offensive Spies operate as if 1 level more experienced. Upon completing a successful offensive espionage mission on a foreign city, receives 50% of the Science and Culture that city produced that turn.	Court Intrigue Likes civilizations who pose no threat. Dislikes civilizations with strong military or ones with nearby cities.
Yongle	Chinese	Lijia All cities gain access to three unique Lijia projects, which can either convert 50% of their Production into Food or Faith, or 100% of their Production into Gold. Ramses II	Egyptian	Abu Simbel Receives Culture equal to 15% of the Production cost after completing a building, and 30% after completing a wonder.	Ma'at Clears all features and improves all possible tiles, and likes civilizations that do the same. Dislikes civilizations with few improved tiles or that found National Parks.
Sundiata Keita	Malian	Sogolon Patronage of Great People costs 20% less Gold. Markets gain 2 slots for Great Works of Writing. Great Works of Writing grant +4 Gold and +2 Production.	Lion of Mali Focuses on generating Tourism, and likes those with low Tourism. Dislikes civilizations that compete with him in Tourism.
Theodora	Byzantine	Metanoia Holy Sites provide Culture equal to their adjacency bonus. Farms provide a +1 Faith adjacency to Hippodromes and Holy Sites.	New Rome Tries to build up Culture, and likes those that also focus on Culture. Dislikes civilizations with a weak Culture output.
Sejong	Korean	Hangul Upon completing the first technology from a new era, receives Culture equal to double the current Science output per turn.	Neo-Confucianism Likes civilizations who are behind him in Culture and Science. Dislikes those who are ahead in either of these fields.
Ludwig II	German	Swan King Wonders, even unfinished, receive a +2 Culture bonus from each adjacent District. All Culture adjacency bonuses provide Tourism after researching Castles.	Eternal Enigma Likes civilizations who do not maximize the number of Districts in their cities, and dislikes those who do.
Elizabeth I	English	Drake's Legacy +2 Trade Route capacity upon recruiting the first Great Admiral. Trade Routes to city-states gain +3 Gold for every specialty district at the origin city. +100% yields from plundering Trade Routes.	Trade Agreement Tries to have as many Trade Routes as possible, and likes civilizations that trade with her cities. Dislikes those who refrain from sending Trade Routes to her cities.

Qin Shi Huang (Unifier)	Chinese	Thirty-Six Stratagems All land melee units gain access to the unique Convert Barbarians action, which consumes the unit to transform all adjacent Barbarian units into Chinese units.	Sihai Wants all Barbarians following his side, and does not like civilizations that destroy Barbarian Outposts. Likes civilizations that leave Barbarian Outposts alone.
Cleopatra (Ptolemaic)	Egyptian	Arrival of Hapi +1 Food and Culture for resources on Floodplains. Owned Floodplains grant +1 Appeal to adjacent tiles, instead of the usual -1.	Basilike Ge Likes civilizations with high Food output. Dislikes those with low Food output.
Harald Hardrada (Varangian)	Norwegian	Varangian Guard Levying city-state units costs 75% less Gold. All units pay 2 less maintenance. Levying city-state units costs 75% less Gold. Killing a unit with a levied unit grants Faith, Culture, and Science equal to 50% of the defeated unit's Combat Strength.	Harald's Saga Likes civilizations that ally with city-states. Dislikes civilizations that ignore alliances with city-states.
Victoria (Age of Steam)	English	Age of Steam +10% Production in cities for each Industrial Zone building in that city. +2 Production to all Strategic Resources.	Industrial Revolution Likes civilizations with high Production. Dislikes those with low Production.
