Cloves are a unique luxury resource which appear only in one of the first three Indonesian cities built upon land other than the landmass their capital is on. As such, the resource appears straight into the city tile, is instantly accessed (doesn't need an improvement), and can never be lost because the city itself can never be razed.
Note that this resource overwrites the original resource on the tile (if any), so try not to settle these first three cities on top of other resources - you're going to lose these!
Cloves are the dried flower bud from a tree native to the Maluku Islands in Indonesia; an aromatic spice, it is used in cuisines worldwide. Now harvested primarily in Indonesia, India, Zanzibar and Madagascar, cloves have a numbing effect on mouth tissues and have been used in the past as a medicine and a drug as well as a spice. Until planted outside the islands, the Dutch East India Company had a virtual monopoly on the spice; in Europe in the 17th and 18th centuries, cloves were quite literally worth their weight in gold due to the demand.
