Think, for a moment, what laws imply. A universal code determines justice (for those who count, since certain social classes were often excluded). As societies grew beyond intimate, familial groups, they began to rely on formal statutes that set boundaries around undesirable social behavior – creating systems of rules for how to respond when individuals inevitably harmed each other.
The first code of laws is often attributed to Hammurabi’s 1760 BC “eye for an eye” code, which mandated certain measures for interpersonal recompense and offenses against the state. This is predated by the Urukagina code, from 2380, and it itself is undoubtedly not the absolute first set of laws, as societies without writing still had elaborate codes of conduct and senses of justice. Hammurabi’s code appears harsh – death appears as a punishment for a great deal of crimes, including breaking and entering and perjury. However, the Code was intended to apply (or serve as jurisprudence) to men of free status – it is not a universal declaration of rights and was both inspired by earlier works and inspired later codes.
