Strategy
The Colosseum increases a civilization's Happiness Happiness by 2. It cannot provide more Happiness Happiness than there are Population Citizens in a city.
It's a good source of Happiness Happiness if you don't have many luxury resources around.
You need a Colosseum in each city to build Circus Maximus.
