Before the arrival of the Normans, the peoples of Britain relied on local courts and customs to solve social problems. These practices were not written down but became widely accepted within communities over centuries of use. The Normans recognized the deep roots of such traditions among the populace and promoted them within their legal system. Judges responsible for hearing local cases decided their rulings based on local customs. These decisions were treated as binding, creating precedent for future rulings. In drawing solutions from regional practices and codifying them on a kingdom level, the Normans created a “common law” that was instituted across all English courts. In modern times, the system was spread by the British Empire to its many colonies, and it remains a leading form of law around the globe.
