Corruption is affected mainly by two factors: distance from the capital, and government type. Corruption does not occur in the capital, and the farther away a city is from the capital, the more corruption it has (except when under Communism). Each government type has a distinct effect on corruption:

  • Despotism has a high level of corruption.
  • Anarchy has a high level of corruption.
  • Monarchy has a medium level of corruption.
  • Communism has a low but equal level of corruption: All cities function as if they were ten tiles away from the capital.
  • Republics have a low level of corruption.
  • Democracy has no corruption at all.

Corruption can be reduced by building Courthouses.
