Civilopedia entry[]
Corsairs, or pirates, were masters of the seas – independent sailors who traditionally attacked and pillaged other vessels for their personal enrichment. Their presence was historically found in regions heavily reliant on naval trade, as merchant ships and coastal cities made easy targets for quick wealth. The oldest recorded corsairs were the Sea Peoples, who raided the Mediterranean between the 14th-12th centuries BCE. The East Asian coastlines also had a long tradition of piracy that targeted the ample Indian Ocean trade routes. And the Golden Age of Piracy boomed in the Caribbean during the 18th century when mostly European sailors broke from their home nations to prey on the young colonies in the New World.
While countries typically resented their victimization at the hands of corsairs, they also found use for them during wartime. Corsairs were occasionally recruited as privateers, given legitimacy, immunity, and coin in exchange for their cannons. This agreement was beneficial for both sides – privateers gained a significant opportunity to make a fortune while states earned a portion of goods seized by their hires and could supplement their navies through a relatively low-risk investment.
