The supreme governing unit of the Americas and East Indies, the Council of the Indies was created in 1524 to manage the rapidly expanding Spanish Empire. Before this, adelantados (contracts awarded to adventurers) had been extremely lucrative for individuals, but the system represented a threat to centralized Spanish authority. The Council replaced this old order. It was largely independent but reported directly to the monarch and oversaw New World taxation, expeditions, and wars.
Oddly enough, the Council remained in Spain, despite its need for regular contact with the Indies. It included the Casa de Contratación, the body that oversaw trade in the New World. At the end of the 18th century, as Europe again faced massive disruption, the Council closed down.
