Culture () is one of the three kinds of Commerce a city can produce. It also determines your borders and can be adjusted along with Research and Espionage. Percentages that appear when hovering over land tiles show how much culture a civilization is exerting on that tile.
Culture Levels[]
Border growth is determined by Culture Level. Borders grow by 1 tile in all directions every time a city's accumulated Culture exceeds certain thresholds.

Effects of Culture[]
- Culture directly determines your borders and your city's defensive bonus.
- There are some buildings that give Happiness based on the percentage of Commerce you invest in Culture.
- Cultural Victory requires you to have 3 cities at the Legendary Culture Level.
