Culture Industry is a valuable policy for both Culture-focused empires and those that have incentives to build and develop Entertainment Complexes and Water Parks. Eleanor of Aquitaine and Brazil can make especially good use of this policy by slotting it in conjunction with Sakdina and running projects in their cities, which will allow them to launch Loyalty attacks against their neighbors' cities while simultaneously enjoying the other benefits these projects provide.
Having Culture Industry slotted can impose a permanent 100% Production penalty when building specialty districts in existing cities. The bug is triggered in at least three different situations: during the transition to a new World Era, when changing governments, and when removing the Culture Industry policy card itself. This bug has been present since v220.127.116.11, and the only known way to fix it is to load an earlier save, from before the card was ever used.
Theodore Adorno’s critique of mass entertainment was that it reduced art not to a sublime quest for expression, but on its mass appeal. The culture industry, while Adorno might argue for its vapidity, sought to bring all citizens into participation in cultural life than before.
