Democracy refers to the ability for citizens to affect the policies of their government. It is always limited in some way; historically, societies have excluded women, people without property, enslaved people, felons, or people with certain mental conditions. Athens is popularly presented as the birthplace of democracy, but in this modern definition, democracy is often associated with the establishment of certain rights for all citizens (voters or not). Some democracies retain a monarch (these are constitutional monarchies, not republics), while some democracies are capitalist and others are not. Some democracies permit all political parties, some exclude certain parties (e.g. fascist or communist parties), some limit political participation to one particular party, and some operate without political parties – though all have the vote.
