Upon completion of the Public Servants civic (which also reduces
Faith costs of civilian units by half), the Flagellant can become a useful exploit for a quick way to complete all civics (thereby attaining victory). The player simply has to use 35
Faith to purchase a Flagellant in all plague-stricken cities, wait until the next turn, then activate the Flagellants to recover 50
Faith and also gain 10
Culture and 30 Loyalty. This becomes even quicker when playing as Castile, which can spend 10
Faith to restore the
Movement of a newly purchased unit.

In the religiously-charged world of the late Middle Ages, the plague was thought to be a divine punishment for the sins of humanity. Some groups of people undertook acts of extreme public penitence on behalf of a sinful humanity, processing across the land and whipping—or “flagellating”—themselves, from which practice derives the name. At first, these exhibitions had the (at least tacit) consent of the church authorities, but as the practice became extreme, the ecclesiastical authorities condemned it. This did not end the practice of flagellation, nor the processions of the flagellants.
