The Foederati is a City-State unique Infantry unit in Civilization VII. It is unlocked by selecting the Foederati Suzerain bonus in the Antiquity Age.

Strategy[]
The Foederati is essentially a Spearman which is as cheap to produce and purchase as a Warrior (although its cost scales upward), as well as slightly stronger (25 vs. 20 Combat Strength). The best way to use them is ensure that they are always in the heat of battle, thus boosting their
Combat Strength a little more.
Other Suzerain bonuses scale much better as you become the Suzerain of more Independent Powers, so upon becoming Suzerain of a militaristic one, it is wisest to select the Foederati Suzerain bonus if you aren't in a good position to befriend any other Independent Powers. In almost all other situations, this bonus should be a low priority.

Foederati is a broad term that defines people who were neither Roman citizens nor under colonial control, but who were aligned with ancient and early medieval Rome through a treaty (foedus). Initially, this practice was used to keep northern tribes, like the Vandals and the Goths, at bay. The Romans offered food and wealth in exchange for military aid to stave off threats from these warlike neighbors. Eventually, Rome subsidized these payments with land, allowing Germanic peoples to settle within the borders of the empire – heralding the barbarian invasions that eventually toppled the Roman West.
