Free Inquiry has similar effects to its namesake Dedication, save for replacing the 
Eureka enhancement with a 
Gold bonus for Campuses. It is one of the most powerful Golden Age Policy Cards in the game, especially when combined with Natural Philosophy, Town Charters, and/or Naval Infrastructure. Civilizations that benefit the most from it include Korea, Mali, Japan, England, Phoenicia, and Brazil.
