Grassland (Hills) is a base terrain in Civilization VI which is a variant of Grassland tiles. Like other Grassland tiles, they are usually found in moderate climates, roughly halfway between the equator and the poles of the map.
Grassland Hills provide 1 Production in addition to the 2
Food produced by basic Grassland tiles. Grassland Hills may be improved with Mines, which makes them considerably more productive than other Grassland tiles. All Hills have a +3
Combat Strength modifier, which can strengthen city defenses, as well as protect vulnerable units.

Civilopedia entry[]
One way to protect all those riches was to put troops on top of hills when attacked, for (until bullets and bombs were invented) holding the high ground was a pretty good strategy. Thus, in time, hills were dotted by civilization's forts and castles, with fine views over the surrounding countryside.
