The Great Banker is a Modern Age type of Great Person in Civilization VII. It automatically appears in your Capital after the Railroad Tycoon Legacy Path is completed.

Strategy[]
To win the game using the Great Banker, the unit must visit each Capital — excluding your own — and establish a World Bank Office by spending a set amount of
Gold and
Influence in each.
The key to using the Great Banker effectively lies in minimizing the number of turns spent performing its Great Person actions. Each time the action is used, the unit's Movement is fully consumed. In theory, this allows a minimum of one turn per leader — a total of 7 turns on a standard 8-player map. However, since the Great Banker must also teleport to each
Capital, an extra turn is typically required for travel. Realistically, a 14-turn minimum is the fastest route to economic victory after the unit spawns in the player's
Capital.
This structure creates a kind of soft cap — beyond a certain point, additional resources won't speed up the process. What truly matters is being able to reliably establish a World Bank Office every two turns, without delay.
To pull this off efficiently, players should prepare across three key areas:
1. Discover every capital[]
As mentioned earlier, the Great Banker can teleport once per turn to any known Capital. However, if the map is not fully explored, some
Capitals may remain undiscovered and therefore inaccessible for teleportation. Worse still, they may be difficult — or in some cases, impossible — to reach on foot, especially late in the game.
The Great Banker has 8 Movement but only 1
Sight, making it ineffective at uncovering fog of war alone. Because of this, it's essential to explore the map well in advance — ideally using Scouts or other fast-moving units. This becomes especially important in the late game, as most leaders tend to become
Hostile, blocking open borders or declaring war, which can make further exploration nearly impossible.
If some Capitals remain hidden, players can try to estimate their location using map layout or known rival territory. When planning the order of teleportation, it's often a good idea to save the nearest known
Capital for last, since each
Capital can only be teleported to once — except your own, which remains accessible at any time and can be used strategically for repositioning.
2. Stockpile resources[]
Each time the Great Banker establishes a World Bank Office, a considerable amount of Gold and
Influence is required. The exact cost depends on diplomatic relations with the target leader.
Since most leaders will likely be Unfriendly or
Hostile by the time the Great Banker is active, it's safest to prepare for the maximum cost: around 2,500
Gold and 200
Influence every two turns — one for teleporting, and one for acting.
If you do not have an income of at least +1250 Gold and +100
Influence per turn, it becomes essential to stockpile these resources ahead of time. Otherwise, the Great Banker may end up waiting idly for income to catch up, wasting valuable turns.
Even when income is sufficient, it's a good idea to maintain a reserve of Gold, especially in the volatile late-game stage.
Hostile civilizations may force a sudden investment in military defense or other emergencies, so having a buffer ensures the Great Banker's progress remains uninterrupted.
3. Watch for bordered capitals[]
Although the Great Banker will usually rely on teleportation to travel between Capitals, there are rare cases where walking between two nearby
Capitals is faster.
With 8 Movement, it's sometimes possible to move from one
Capital to the next in a single turn, saving a teleport and effectively shaving off a full turn in the process. These opportunities are uncommon, but they do exist, so it's always worth checking nearby
Capital positions before using a teleport.
By preparing the map, building up enough resources, and paying attention to movement options, players can execute the Great Banker's victory condition with remarkable efficiency — often in as little as 14 turns after the unit appears.
