- Abraham Lincoln (America)
- Queen Nzinga Mbande (Kongo)
- Sultan Saladin (Arabia)
The Great Negotiators Pack was released simultaneously with an undocumented November 2022 Update and with the Julius Caesar Leader Pack, which is granted by linking the game to the 2K account.
