The Harbormaster oversees the day-to-day operation of the harbor, recording incoming vessels and their cargos, and collecting the revenue due from tariffs. They must ensure the smooth and regular operation of their harbor, lest it lose its reputation, and cause the valuable trade to seek other, friendlier ports.
