In its ancient use, hegemony referred to the dominance of one state or group over another. In its modern form, it refers to the writings of Antonio Gramsci, who posited a model wherein one group uses its cultural influence to establish a status quo in accordance with its interests. The theory seeks to answer a simple question – why do people act against their own welfare? What is considered possible? What becomes unquestionable? This echoes the rhetoric of democracy at large today – nearly every world power positions itself as a democracy (even when these claims are dubious on their face), but each power seeks to maintain the status quo. Modern hegemony becomes a kind of replacement for imperialism – rather than projecting hard power abroad, a powerful nation can shape international debate to its own norms. The United States and USSR were both examples of global hegemons in particular times, as each was able to dictate what was considered rational, normal state behavior. Challenging these norms proved treacherous, and risked a coup d’état…or worse.
