An

Civic. There are three Ideologies to choose from: Democracy, Communism, and Fascism. To select an Ideology, you must invest one turn of research into the first Civic of its respective Ideology tree (e.g., to pick Democracy, you must spend a turn researching the Democracy Civic).[1]
