James Horan (born December 14, 1954) is an American actor whose acting career began in 1981, when he played the role of Detective Kirk Winters in the TV soap opera Guiding Light. He provided the voice of ADVISR, the advisor in Sid Meier's Civilization: Beyond Earth.
