Mvemba a Nzinga

Leaders are symbolic representatives of the playable civilizations in Civilization VI. They are based on historical figures who accomplished great things or successfully led their people through periods of adversity.

Each leader has both a unique ability (which gives him or her special bonuses and gameplay advantages) and an agenda (which affects how he or she plays the game and interacts with other players when controlled by the AI). Some leaders' unique abilities allow them to unlock unique units after researching specific technologies.

In vanilla Civilization VI, there is one leader for each civilization (except the Greeks). However, it has been confirmed that future downloadable content and eventual expansions for the game will include multiple leaders for each civilization.

+20% Production Production on all districts rising to +40% if the city contains a Nubian Pyramid adjacent to the City Center.

City Planner

Always tries to keep the maximum number of districts in each city. Respects other civilizations who also develop their cities in this fashion.

Catherine de Medici Catherine de Medici French French Catherine's Flying Squadron

Has 1 level of Visibility Diplomatic Visibility greater than normal with every civilization that she's met. Receives a free Spy (and extra spy capacity) with the Castles technology. All spies start as Agents with a free promotion.

Black Queen

Gains as many Spies and as much diplomatic access as possible. Dislikes civilizations that ignore these espionage activities.

Cleopatra Cleopatra Egyptian Egyptian Mediterranean's Bride

Trade Route Trade Route Trade Routes to other civilizations provide +4 Gold Gold for Egypt. Other civilizations' Trade Route Trade Route Trade Routes to Egypt provide +2 Food Food for them and +2 Gold Gold for Egypt.

Queen of the Nile

Likes civilizations with powerful militaries, and dislikes civilizations with weak militaries.

Cyrus Cyrus Persian Persian Fall of Babylon

+2 Movement Movement Movement for the first 10 turns after declaring a Surprise War. No penalties to yields in occupied cities. Declaring a Surprise War only counts as a Formal War for the purpose of warmongering and war weariness.


Likes leaders who have declared a Surprise War. Dismisses leaders who do not use Surprise War declarations.

Gain an extra slot for a Military policy card regardless of government type. Units have extra combat strength versus city-state units.

Iron Crown

Will attempt to conquer as many city-states as possible. Dislikes city-state suzerains as well as leaders who have conquered city-states.

Gains Faith Faith per turn for each civilization he has met which has founded a religion and is not at war. Civilizations at war with Gandhi suffer an additional happiness penalty.


Will never declares wars for which he can be branded a warmonger, and will try to befriend those who maintain the peace. Hates warmongers.

All cavalry class units gain +3 to combat strength and a chance to capture defeated enemy cavalry class units.



Gilgamesh Gilgamesh Sumerian Sumerian Adventures with Enkidu

When a unit gains combat experience or pillages a district, improvement or City Center during a joint war, the reward is also granted to the nearest allied military unit. The allied unit must be within five tiles.

Ally of Enkidu

Likes civilizations who are willing to form a long-term alliance. Dislikes anyone denouncing or attacking his friends and allies.

Naval units can be purchased with Faith Faith. Religious units pay no movement to embark or disembark. +2 Faith Faith to City Centers that are adjacent to Coast or Lake tiles.

Archipelagic State

Likes civilizations who avoid settling or conquering cities on small landmasses. Hates anyone with numerous cities on such islands.

Gain Culture Culture whenever a military unit defeats an enemy unit.

With Your Shield or On It

Never gives up items in a peace deal. Likes civilizations that haven't yielded in a peace deal. Dislikes civilizations that have surrendered in a peace deal and civilizations that have never engaged in a war.

Allows coastal raiding for all naval melee units and +50% Production Production toward all naval melee units. (Hidden: Allows access to the Viking Longship unique unit.)

Likes leaders with strong navies. Dislikes leaders who neglect their navies.

Land units receive +5 Strength Combat Strength in land tiles adjacent to Coast; naval units receive +5 Strength Combat Strength in shallow water tiles. Build Encampment, Holy Site and Theater Square districts in half the time.


Likes civilizations that have a strong military and Faith Faith and Culture Culture output. Dislikes civilizations that are strong in military but weak in Faith Faith and Culture Culture output.

Taking territory off another city via Poland's Civ Ability converts it to your religion. Relic Relics provide +4 Gold Gold, +2 Culture Culture and +2 Faith Faith. Holy Sites have increased adjacency bonuses.


Tries to build up Faith Faith, and likes civilizations that also focus on Faith Faith.

Holy Sites provide +2 Food Food and +1 Housing Housing Housing if placed on a river. Holy Sites trigger a culture bomb.

An End to Suffering

Likes civilizations with many Holy Sites and with a high average city Citizen Population. Dislikes civs lacking in either of these areas.

+100% Production Production if either they have received a declaration of war in the past 10 turns or if they have liberated a city in the past 20 turns.

Perpetually on Guard

Forms Defensive Pacts with friends and likes civilizations that liberate cities. Dislikes civilizations in a war that are occupying enemy cities.

Montezuma Montezuma Aztec Aztec Gifts for the Tlatoani

Luxury resources in his territory provide an Amenities Amenities Amenity to 2 extra cities. Military units receive +1 Strength Combat Strength for each different Luxury resource improved in Aztec lands.


Likes civilizations who have the same Luxury resources as he does, and will try to collect every Luxury resource available. Dislikes civilizations who have a new Luxury resource he has not yet collected.

Cannot build Holy Site districts, but receives the founder belief of his empire's majority religion. Whenever he completes an Mbanza or Theater Square district, he receives an Apostle of the constructing city's religion.

Enthusiastic Disciple

Likes leaders whose religions have spread to his cities. Dislikes leaders who have founded a religion and not spread it to a Kongo city.

After recruiting or patronizing a Great Person, 20% of its Great Person point cost is refunded.

Patron of the Arts

Dislikes civilizations which compete with him for Great People, and likes those with weaker Great Person recruitment efforts.

Bonus Culture Culture output for every City-State with Suzerainty.

Delian League

Likes civilizations that aren't competing for the same city-state allegiance. Dislikes civilizations that are directly competing for city-state allegiance.

Russia can receive Science Science or Culture Culture from Trade Route Trade Route Trade Routes to more advanced civilizations.


Friendly to those civilizations that are ahead of him in Science Science and Culture Culture. Dislikes backwards civilizations that are lacking in Science Science and Culture Culture.

Combat bonus against civilizations and city-states following other religions. Inquisitors have +1 charge.

Defender of the Faith

Wants all of his cities to follow the same religion. Likes civilizations that follow his religion. Dislikes civilizations that spread other religions to his cities.

When building Ancient and Classical wonders you may spend Builder charges to complete 15% of the original wonder cost. Builders receive an additional charge.

Wall of 10,000 Li

Likes leaders who do not compete with him for Wonders. Dislikes leaders who build more wonders than he does.

The worship building of Saladin's religion is cheaper and provides additional Faith Faith, Science Science and Culture Culture.

Ayyubid Dynasty

Wants to have his worship building in many cities, and likes a civilization with it. Dislikes civilizations following other Religions, or civilizations waging war on followers of his Religion.

Seondeok Seondeok Korean Korean Hwarang

+5% Culture Culture and +5% Science Science in all cities with an established Governor.



Teddy Roosevelt Teddy Roosevelt American American Roosevelt Corollary

Units receive +5 Strength Combat Strength on the American home continent. +1 Appeal to all tiles with a National Park. Gain the Rough Rider unique unit with the Rifling technology.

Big Stick Policy

Dislikes wars on his own continent, as well as wars against city-states.

Tomyris Tomyris Scythian Scythian Killer of Cyrus

All units receive +5 Strength Combat Strength when attacking wounded units. When they eliminate a unit, they heal up to 30 hit points.

Backstab Averse

Likes civilizations who are their declared friend. Hates civilizations who backstab and declare surprise wars.

All cities start with one free building in the City Center.

Optimus Princepes

Tries to include as much territory as possible to his empire. Does not like civilizations which control little territory.

Victoria Victoria English English Pax Britannica

When you settle on a continent other than your home continent, receive a free melee unit. Gain the Redcoat unique unit with the Military Science technology.

Sun Never Sets

Likes leaders who share her continent. Dislikes leaders who are on a continent without an English city.
