Auckland (Civ6) Auckland[3] Shallow water tiles worked by Citizen Citizens provide +1 Production Production. Additional +1 Production Production when you reach the Industrial Era.
Ayutthaya (Civ6) Ayutthaya[5] Gain Culture Culture equal to 10% of the construction cost when finishing buildings.

Bandar Brunei (Civ6) Bandar Brunei[7] Your Trading Post Trading Posts in foreign cities provide +1 Gold Gold to your Trade Route Trade Routes passing through or going to the city.
Bologna (Civ6) Bologna[8] GS-Only Your districts with a building provide +1 Great Person Great Person point of their type (Great Writer Great Writer, Great Artist Great Artist, and Great Musician Great Musician for Theater Square districts with a building).
Brussels (Civ6) Brussels Your cities get +15% Production Production towards wonders.
Buenos Aires (Civ6) Buenos Aires Your Bonus resources behave like Luxury resources, providing 1 Amenity Amenity per type.
Caguana (Civ6) Caguana[9] Builders can construct the Batey improvement, which provides Culture Culture and Tourism Tourism.
Cahokia (Civ6) Cahokia GS-Only Builders can construct the Cahokia Mounds improvement, which provide Gold Gold and Housing Housing.
Cardiff (Civ6) Cardiff GS-Only Cities receive +2 Power Power for every Harbor building.
Carthage (Civ6) Carthage[10] Your Encampment districts provide +1 Trade Route Trade Route capacity each.

R&F-Only Land combat units are 20% cheaper to purchase with Gold Gold for each Encampment district building in that city.

Chinguetti (Civ6) Chinguetti[5] International and domestic Trade Route Trade Routes receive +1 Faith Faith for every follower in this city, of your founded or majority religion.
Fez (Civ6) Fez GS-Only When you use a unit to convert a city for the first time, gain 20 Science Science per Citizen Population of that city.
Geneva (Civ6) Geneva Your cities earn +15% Science Science whenever you are not at war with any civilization.
Granada (Civ6) Granada[3] Builders can construct the Alcázar improvement, which provides Culture Culture, protects military units, and provides Science Science based on the tile's Appeal.
Hattusa (Civ6) Hattusa Provides you with 1 of each Strategic resource you have revealed but do not own.

GS-Only Provides you with 2 of each Strategic resource per turn you have revealed but do not own.

Hong Kong (Civ6) Hong Kong Your cities get +20% Production Production towards city projects.
Hunza (Civ6) Hunza[9] You receive +1 Gold Gold for every 5 tiles a Trade Route Trade Route travels.
Jakarta (Civ6) Jakarta[7] Your Trading Post Trading Posts at international destinations grant +1 additional Gold Gold to all Trade Route Trade Routes that pass through them.
Jerusalem (Civ6) Jerusalem Automatically converts to the Religion you founded, and exerts pressure for that Religion as if it were a Holy City.

R&F-Only Your cities with Holy Sites exert pressure as if they were Holy Cities (4x religious pressure in all cities within 10 tiles).

Johannesburg (Civ6) Johannesburg[5] Cities receive +1 Production Production for every improved resource type. After researching Industrialization it becomes +2 Production Production.
Kabul (Civ6) Kabul Your units receive double experience from battles they initiate.
Kandy (Civ6) Kandy Receive a Relic Relic every time you discover a new natural wonder, and earn +50% Faith Faith from all Relic Relics.
Kumasi (Civ6) Kumasi Your Trade Route Trade Routes to any city-state provide +2 Culture Culture and +1 Gold Gold for every specialty district in the origin city.
La Venta (Civ6) La Venta Builders can construct the Colossal Head improvement, which provides Faith Faith and Tourism Tourism.
Lahore (Civ6) Lahore[9] You can now purchase the Nihang unique unit with Faith Faith.
Lisbon (Civ6) Lisbon[11] Your Trader units are immune to being plundered on water tiles.
Mexico City (Civ6) Mexico City[12] GS-Only Regional effects from your Industrial Zone, Water Park, and Entertainment Complex districts reach 3 tiles farther.
Mitla (Civ6) Mitla[13][3] +15% City growth for cities with a Campus.
Mogadishu (Civ6) Mogadishu[11] Your Trader units are immune to being plundered on water tiles.
Mohenjo-Daro (Civ6) Mohenjo-Daro Your cities have full Housing Housing from water, as if they were all next to a River.
Muscat (Civ6) Muscat[3] +1 Amenities Amenities for cities with a Commercial Hub.
Nalanda (Civ6) Nalanda[5] Your Builders can build Mahavihara improvements.
Nan Madol (Civ6) Nan Madol Your districts on or next to Coast tiles provide +2 Culture Culture.
Nazca (Civ6) Nazca GS-Only Builders can construct the Nazca Line improvement on flat Desert tiles, which provide Faith Faith, Food Food and Production Production.
Ngazargamu (Civ6) Ngazargamu[10] GS-Only Land combat or support units are 20% cheaper to purchase with Gold Gold for each Encampment district building in that city.
Palenque (Civ6) Palenque[13][3] +15% City growth for cities with a Campus.
Preslav (Civ6) Preslav Your light and heavy cavalry units have +5 Strength Strength when fighting on hill tiles.

R&F-Only You receive +2 Loyalty per turn in cities for each Encampment district building.

Rapa Nui (Civ6) Rapa Nui GS-Only Your builders can now make Moai improvements, which provide Culture Culture and Tourism Tourism.
Samarkand (Civ6) Samarkand[5] Your Builders can build Trading Dome improvements.
Seoul (Civ6) Seoul[6] When you enter a new era, earn 1 random Eureka Eureka from that era.
Singapore (Civ6) Singapore[9] Your cities receive +2 Production Production for each foreign civilization they have a Trade Route Trade Route to.
Stockholm (Civ6) Stockholm[8] Your districts provide +1 Great Person Great Person point of their type (Great Writer Great Writer, Great Artist Great Artist, and Great Musician Great Musician for Theater Square districts).

R&F-Only Your districts with a building provide +1 Great Person Great Person point of their type (Great Writer Great Writer, Great Artist Great Artist, and Great Musician Great Musician for Theater Square districts with a building).

Taruga (Civ6) Taruga[9] Your cities receive +5% Science Science for each different Strategic Resource they have.
Toronto (Civ6) Toronto[12] Regional effects from your Industrial Zone and Entertainment Complex districts reach 3 tiles farther.

R&F-Only Regional effects from your Industrial Zone, Water Park, and Entertainment Complex districts reach 3 tiles farther.

Valletta (Civ6) Valletta City Center buildings and Encampment district buildings can be bought with Faith Faith. Cost of purchasing Ancient, Medieval, and Renaissance Walls is reduced, but they can only be bought with Faith Faith.
Vatican City (Civ6) Vatican City[9] When you activate a Great Person Great Person, they spread 400 Religious pressure of your founded (or majority) religion to cities within 10 tiles.
Venice (Civ6) Venice[4] Your Trade Route Trade Routes to foreign cities earn +1 Gold Gold for each Luxury resource at the destination.
Vilnius (Civ6) Vilnius When you enter a new era, earn 1 random Inspiration Inspiration from that era.

R&F-Only For the highest active Alliance Level all your Theater Square districts receive +50% adjacency bonus.

Wolin (Civ6) Wolin[5] Receive Great General Great General points when a land unit defeats a major or minor civilization's unit and receive Great Admiral Great Admiral points when a naval unit defeats a major or minor civilization's unit equal to 25% of the opposing unit's strength (Standard Speed).
Yerevan (Civ6) Yerevan Your Apostle units can choose from any possible promotion instead of receiving a random promotion.
Zanzibar (Civ6) Zanzibar Receive the Cinnamon Cinnamon and Cloves Cloves Luxury resources. These cannot be earned any other way in the game, and provide 6 Amenities Amenities each.
  1. 1.0 1.1 Antioch replaced Amsterdam in the Rise and Fall expansion, when Netherlands was added as a civ. Antioch is subsequently replaced by Venice (see below).
  2. 2.0 2.1 Anshan replaced Babylon in the Babylon Pack DLC, when Babylon was added as a civ. However, it is available in all rulesets.
  3. 3.0 3.1 3.2 3.3 3.4 3.5 3.6 Available with the Vikings Scenario Pack DLC.
  4. 4.0 4.1 Venice replaced Antioch in the Byzantium & Gaul Pack DLC, when Byzantium was added as a civ. However, it is available in all rulesets.

  10. 10.0 10.1 Ngazargamu replaced Carthage in the Gathering Storm expansion, when Phoenicia was added as a civ. However, it is available for players who have purchased Gathering Storm.
  11. 11.0 11.1 Mogadishu replaced Lisbon in the Portugal Pack, when Portugal was added as a civ. However, it is available in all rulesets.
  12. 12.0 12.1 Mexico City replaced Toronto in the Gathering Storm expansion, when Canada was added as a civ. However, it is available for players who have purchased Gathering Storm.
  13. 13.0 13.1 Mitla replaced Palenque in the Maya & Gran Colombia Pack DLC, when Maya was added as a civ. However, it is available in all rulesets.

Scenario-specific city-states[]

Conquests of Alexander[]

Because the player cannot obtain Envoys in Conquests of Alexander, it is not possible to interact with city-states diplomatically. As such, city-states do not provide any envoy bonuses or Suzerain bonuses.
