Mandala State is a Golden Age Policy Card from the Dramatic Ages game mode in Civilization VI. It is available from the Classical Era to the Medieval Era and uses a Wildcard slot.

Unfortunately, Mandala State arrives too early to be combined with the Voidsingers' Cultist and assist with taking over cities through Loyalty pressure. However, with enough wonders, combined with enough Great Works as Eleanor of Aquitaine, for example, you can still use this card to effectively flip cities to your empire with Loyalty pressure if you have even halfway-decent Population in your cities. It is especially useful for this purpose if you have multiple wonders (such as those that you've recently acquired through conquest) and/or have multiple neighbors in Dark Ages.

In medieval South and Southeast Asia, statecraft often had to do with managing the cultural prestige of a center. Here, battles are fought in the realm of spectacle rather than violence, and the king or queen who could organize the most dramatic and expensive display was the one who could draw border cities to his or her side.
