Strategy[]
One of the earliest wonders, the Mausoleum of Halicarnassus may help an empire considerably in its start, especially if it has the above-mentioned resources around the city. The 100 Gold received when a Great Person is expended is throughout the empire, not just in the territory of the city in which it was built. This extends to Great Prophets expended outside their home territory, even in another civilization, as well as Great Merchants sent to city-states.
Note that the amount of Gold received from expending Great People is dependent on game speed, so your earnings will be smaller during Quick games and larger during Epic or Marathon games.
On Emperor difficulty and below, Venice should prioritize building this wonder, as the Great Merchant point is valuable early on for puppeting city-states. For other civs, the Mausoleum is not as important as others like the Temple of Artemis, Stonehenge, the Great Library, or the Pyramids.

The Mausoleum of Halicarnassus was constructed c. 350 BC as a tomb for Mausolus, the ruler of Caria (an area of modern Turkey). Said to have been designed and constructed by the greatest sculptors and craftsmen of the time, the temple was known for its detailed sculptural reliefs and impressive scale, towering nearly 150 feet high (47m). Destroyed by a series of earthquakes that struck the region during the 1st millennium AD, portions of the tomb were excavated by British archaeologists in the mid 19th century. One of the Seven Wonders of the Ancient World, the term "Mausoleum" as it is used today traces its origins to this tomb.
