- A Migrant will spawn if a
City has no available
Specialist slots and its population exceeds the number of available tiles.

Civilopedia entry[]
Migration has been a key part of human history, conducted en masse and as a part of civic policy. At times, it was used to demoralize or alienate conquered territories; empires would often move (forcibly or not) laborers with particular skills to areas they wanted to develop. The Assyrians, for instance, may have relocated over four million people (which famously included the Israelites) from captured populations to Mesopotamia. Additionally, resettled Malay, Lao, and Cham people laid the foundations of Bangkok’s canal network. However, resettlement could go the other way – Han migrants were vital to bringing minority groups under Chinese control during imperial times, and Soviet colonization of Siberia was fueled by Russian migrants. Some of the most devastating resettlements in recent history include the partition of India and the population exchange between Turkey and Greece, where each side sought to make their population more homogenous via the mass, forced dislocation of residents.
Forced resettlement is now a violation of the Geneva Convention. But migrants still move of their own accord, seeking opportunity, respite, or adventure in new homes.
