The military academy building should be built in every city. The production bonus will help a player's cities get going faster. Consider building schoolhouses in the same district, as they are unlocked pretty early on much like the military academy. Even if the player is not going for a military victory, as with a free commander promotion, a player can get the zeal promotion. In the modern era, have a few military commanders with zeal can really boost one's cities.

Elite soldiers often came from the upper classes of society. Roman patricians formed the core of the early legions (to be replaced by foreign mercenaries), Han officers were often appointed from bureaucratic posts, and medieval knights descended from the landed and educated gentry. But these were not professionally trained officers, educated in schools for positions of leadership. As military technology grew more sophisticated and complex (e.g. artillery), commanding troops required increasing technical know-how on top of personal charisma. Armies began to form specialized schools to train officers in the best use of new and complex equipment. The golden age of military academies came during the Napoleonic Wars, as the combination of artillery, cavalry, and formalized army regiments became critical components of war.
