A civilian unit that can repair improvements, build Roads and Railroads. This unit can also be consumed to construct a Citadel or Pontoon Bridge.
Strategy[]
This unit constructs roads, railroads and builds improvements like farms and mines. It cannot defend itself, so accompany it with a military unit when it is in dangerous territory.

Military engineering is loosely defined as the art of designing and building military fortifications and maintaining the lines of military transport and communications. In the Civil War, with recent advances in technology, military engineers were not only responsible for field and permanent fortifications, bridges and bases, but tasked with constructing and repairing the rail and telegraph lines that so dramatically changed the nature of warfare.
