Terms such as “nagar”, “negara”, “angkor”, and “nakhorn” proliferate around the Indian Ocean region, but they mean roughly the same thing: town. However, under the late Cholas, the variant “nagaram” adopted a new meaning. Chola society was organized around merchant guilds, and after the 12th century, merchant outposts used the term nagaram to refer to their local base of operations. These urban centers were influential in regulating commerce and the larger society as they pushed for the formation of jati, a caste system where communities collectively became associated with a particular profession or trade. In this context, nagaram became vital to the functioning of Tamil society (the ethnic group most closely associated with the Chola) more deeply than European guilds, encompassing all facets of society and mobilizing them for the benefit of trade groups.
