Strategy[]
The National Visitor Center is the ultimate weapon for achieving the new cultural victory. You should very carefully consider where you build it, because its effect is exponentially greater the more wonders, Great Works, and Culture-producing tile improvements there are in and around the city. Paradoxically, its effect can sometimes be greater when not in the Capital.
Because the National Visitor Center becomes available quite late in the game, you should be ready to build it right away (so as not to lag behind other players pursuing their victory conditions of choice). So, take care to build Hotels in all your cities even before you research Telecommunications - this shouldn't be a problem, since if you're striving for a cultural victory, you should be building Hotels anyway, and they don't cost any maintenance.

A Visitor Center is a location that provides information to the travelers to a specific site or area. Most common are the government-run visitor centers which provide information and suggestions on visiting the area's attractions, lodging and costs as well as maps, brochures and memorabilia. The first simple visitor centers were located at railroad stations, and maintained by the railroad companies in the hopes of fostering repeated visits. Today, most towns and cities have a visitor center of some sort with the same aim.
