Notre Dame is a very important World Wonder for your empire, standing proud with an extra 10 
Happiness Happiness. Keeping your empire happy is the key to growth, so it is strongly suggested you get this Wonder before someone else does! To do this, however, you will have to rush Physics, a relatively useless technology. Warmongers whose unique units require the research of Physics, like the Ottomans, America, or Poland, may want to grab this wonder.
On higher difficulty levels, an enemy city with this wonder makes an excellent target, as capturing it can be happiness-neutral or even increase your own happiness.
