An Oedo year is a special year, occurring in Civilization II, when periods of anarchy come to an end and players are permitted to chose a new form of government. It occurs every 4th turn, regardless of the number of in-game years this involves. Barbarians are spawned on a 16-turn cycle and thus appear every fourth Oedo year.
Perhaps the simplest method to track Oedo leap year is to count turns after installing a new government to end a period of anarchy, or after a Barbarian horde spawns.
Description[]
In Civilization II, periods of anarchy are highly wasteful and full of unrest; reduced food and
shield production can even require disbanding units. Players typically want to limit such periods as much as possible.
Around the year 2000, the Apolyton poster Oedo noted that Civilization II resolves its periods of anarchy during the city phase of every 4th turn after game start. For example, a game beginning in 4000 BC will resolve periods of anarchy in the years 3850 BC, 3650 BC, 3450 BC, 3250 BC, etc. A player aiming to minimize periods of anarchy should either
- undertake a revolution during the turn before an Oedo year or
- launch a revolution upon discovery of a new government technology during the city phase of an Oedo year itself

Consistent application of this strategy is rendered difficult by
- the changing number of years represented by each turn over the course of a game;
- the changing number of turns permitted to different difficulty levels; and
- the changing number of turns permitted to different map sizes (= X × Y) at the warlord, prince, king, and emperor difficulty levels.

The game is not able to process these values for map sizes larger than 10,000. Instead, the number of turns will be set according to whatever value between 1,000 and 10,000 was last used.
