Orbital units are a new feature in Civilization: Beyond Earth. They are in a different layer above the map and provide various bonuses depending on the unit. They eventually fall out of the sky. You can have an explorer unit setup an expedition over the spot they land at. It has not yet been revealed what resources you receive from this, or if any technology can be gained from recovering the satellite of another faction.
