Naval Attack on an enemy land unit or fortified District within
Range, granting +2
Ranged Strength and +2
Bombard Strength to each participating unit.
Coordinated Naval Attack: The Ottru orders all naval units within its command radius and with sufficient
Movement to move toward an enemy ship or eligible fortified District and perform a melee attack, granting +2
Combat Strength to each participating unit.
Scorched Earth: The Ottru orders all eligible naval units within its command radius to perform the
Pillage action simultaneously.

The Chola navy was key to the empire’s reign as South Asia’s preeminent thalassocracy during the Middle Ages. Chola power and influence were predominantly spread through trade and required a huge fleet of well-built ships to transport merchants and goods across the waves. It didn’t hurt to have an army to back up this expansion. Navy vessels were neither designed nor armed for war at sea, but were used to transport troops to distant shores so they could fight on behalf of the Chola. The ships were built without metal, relying on wooden pegs and ropes in their construction. The largest vessels could transport horses and even elephants and were well-stocked for long voyages.
Intelligence is an important facet of any military force, and that was the role of the ottru. These ships monitored Chola trade routes, keeping a sharp eye on foreign vessels and reporting news to the emperor. Their watchful eyes maintained control over merchant ventures and kept the navy one step ahead of impending threats.
