It serves as the seat of government, making its host city the capital. When a civilization's diplomats and spies are expelled from foreign territory, the units are returned to their respective capital. Capital cities cannot be subverted or incited to revolt. The Courthouse can be built in other cities to reduce corruption and waste, and improve counterintelligence.

Much like with the Courthouse, under Democracy, one content citizen becomes happy.
